Section 2:  SWOT Analysis

Today many organizations are functioning in a highly challenging, competitive, and volatile environment (White & Blaise, 2011).  White & Blaise (2011) also note having a long term plan based on a realistic approach about internal characteristics of an organization and its compatibility with the environmental conditions are essential for their continued survival and developments.  Home telehealth is an opportunity for Veterans to participate and have an active role in their health care and maintenance. The purpose of this paper is to examine the SWOT analysis providing two strengths, weaknesses, opportunities, threats, and how threats and weakness can be opportunities for this project.


Strength One:  Systematic Evidence of Targeted Outcomes

Since its establishment, the evidence has shown the intervention of using home telehealth to the patients suffering from the chronic diseases is successful in supporting the independent living and in the reduction of the hospital admissions. The program has over the years demonstrated the telehealth is satisfying to the patient without deteriorating the health status of the individual. The evidence has thus been significant in expanding the program scale (Ghazinoory, Abdi, & Azadegan-Mehr, 2011). Through its growth, the program has also provided a strong business and clinical case which facilitates the use of the telehealth. As a result, older Veterans mostly suffering from the comorbidities have embarked on the use of telehealth through the evidence which has been shown by the patients whose health has been significantly improved in the past (White & Blaiser, 2011). There is an increased use of the telehealth within the Veterans Health Administration (VHA). According to Connected Care Report (2018) 1.47% of Veterans utilize home telehealth within the Birmingham Veterans Affairs Medical Center (BVAMC).

Strength Two:  Standardization of Core Program Elements

VHA has enrolled a core principal which includes a standardized approach in the operational procedures and the national policy which ensures that a veteran receives care which is continuous throughout the system. Also, telehealth provides a biometric data which coordinates and monitors the changes as well as the status of the patient well being. It provides support to the individual through the self-management along with the education. Telehealth also plays an essential role in ensuring that it intervenes in the prevention of the clinical deterioration in the patients and reduces the admission to hospitals (Houston, Bradham, Muñoz, & Guignard, 2011). Standardization of the core program through the telehealth is one of the active elements which have contributed to the success of VHA. It thus enables all the Veterans to receive adequate care across the country.


Weakness One:  Realizing Greater Economies of Scale

There are reduced resources on the health care use among the targeted patients. This fact provides justification on economic for the home telehealth as an integral component of non-institutional care service for Veterans with comorbidities (White & Blaiser, 2011). This aspect has put their health at risk due to lack of required services.

Weakness Two:  Advancing Integrated Models of Care

Most Veterans rely on the providers rather than the VHA for services complicating efforts of care coordination (White & Blaiser, 2011). It becomes a challenge, as VHA uses a primary care model which follows clinical guidelines and information sharing with providers.


Opportunity One:  Technology

Increased technology is one of the leading prospects which can be adopted. Advancement of the telehealth approach will help in offering the quality services to the Veteran patients, mostly with the comorbidities. Technology enhancement will also help the individuals to be able to interact with the health providers at their homes.

Opportunity Two:  Resources

VHA is funded through a national budget which gives an opportunity to lobby for more funding. Increased resources will be helpful in improving the services offered (U.S. Department of Veterans Affairs, 2017).


Threat One:  Adapting to Continuous Dynamic Changes in Technology

Increased changes in technology are posing as a threat to VHA. Alterations in telehealth regularly increased the cost of operation. There are also changes in regulatory and policies on technology which has affected the operations of telehealth (Houston et al., 2011).

Threat Two:  Requiring Skilled Personnel

Telehealth requires well-trained and competent staff. As such, most Veteran patients have been unable to use the system. Some of these Veterans will need skilled people in their homes who would help them receive the necessary services (U.S. Department of Veterans Affairs, 2017).

How Threats and Weaknesses May Be Opportunities

The weaknesses of the VHA telehealth possess an opportunity for the organization. Realization of more significant economies of scale can be turned into an opportunity of VHA in services offered by telehealth. Since the federal government funds the organization, there is need to lobby for more finances to ensure that it has enough resources. The move will help in offering quality services to all the Veterans with comorbidities. As a result, the health risk of the patients will be reduced. The organization can also work on improving the model of care which is another weakness (U.S. Department of Veterans Affairs, 2017). Integration of the model with all stakeholders will ensure that there is effective care coordination to be relied on. Technology advancement is one of the main threats of using telehealth which also poses an opportunity. However, if the VHA adopts effective measures of adapting to the changing technology, it can be easily turned into a possibility for improvement. Doing so will enhance their ability to provide services technologically to all Veterans and more importantly to the older Veteran with comorbidity issues (Hamidi & Delbahari, 2011). Also, the lack of the skilled staff poses an opportunity. VHA can train many employees on how to efficiently provide services via telehealth to enable them carry out the activities when it is needed.


In summary, telehealth plays a significant role to the Veteran patients with comorbidities. However, the system is faced with different weaknesses, opportunities, and threats. Improvement of these challenges will be turned into the strength of telehealth which will better the measures of the quality of the services offered to the patients.
